Service description
In accordance with § 70 BauO NRW 2018, the building application must be submitted in writing with all documents required for the assessment of the building project (building documents) to the building supervisory authority of the pilgrimage town of Kevelaer in at least duplicate. The building application must be signed by the client and the designer. The building documents must be signed by the author of the design.
Building documents for the construction and alteration of buildings must be signed and approved by a designer who is authorized to submit building documents. For example, anyone who is authorized to use the professional title of architect is entitled to submit building plans. In addition, anyone who is a member of a chamber of engineers in the field of civil engineering and has been practically active in the planning and supervision of the construction of buildings for at least two years is authorized to submit building proposals.
The building permit resulting from the building application expires if construction of the building project has not begun within three years of the building permit being issued or if construction has been interrupted for one year. The period of validity of the building permit can be extended by one year at a time upon written application under certain conditions.
Required documents
The building documents belonging to the building application are described in the NRW Building Inspection Ordinance (BauPrüfVO). According to § 1 BauPrüfVO, building documents are in particular
- Building application form,
- the extracts from the cadastral map series (extract from the real estate map),
- the site plan on a scale no smaller than 1:500,
- the construction drawings (floor plan, section, elevation) at a scale of 1 to 100,
- the building description and, in the case of commercial or agricultural businesses, the business description,
- the calculations and costing information,
- Verification of stability and sound and thermal insulation,
- the fire protection concept of a state-approved expert for special buildings.

Which building documents must be submitted in each individual case also depends on the applicable approval procedure. In the simple building permit procedure in accordance with Section 64 BauO NRW 2018, for example, proof of stability, sound and heat insulation and the fire protection concept do not need to be submitted with the building application. However, if they are required, these can be submitted subsequently after planning permission has been granted before construction begins.
The content of the building documents is limited to what is necessary for the assessment of the respective applications and projects. The building supervisory authority may request further documents in justified individual cases if it deems this necessary for the assessment. The building documents must be made of durable, light-resistant paper.
Costs
The fee depends on the building project. The minimum fee in all cases is € 50.00.

- The building application must be submitted in writing with the relevant application forms and the required documents.
- If building law problems are identified during the planning phase, advice should be sought from the planning permission authority. In this way, possible solutions can be identified in good time. Costly re-planning and additions, which are associated with delays in the subsequent procedure, can thus be largely avoided.
- The planning application must be submitted in at least duplicate. To ensure that the specialist authorities can be involved at the same time, it is advisable to enclose additional copies of the application. The clerks will be happy to provide information in advance as to which authorities are likely to be involved. Incidentally, a sufficient number of building documents quickly saves several weeks of processing time.
- According to the state building regulations, the building permit authority should reject the building application with costs if the building documents are incomplete or have significant deficiencies. Unfortunately, such deficiencies have often been found in the past. As such a rejection of the building application means not only unnecessary costs but above all a loss of time, it can only be urgently recommended that the building application be submitted with complete and defect-free building documents.
What else should I know?
A final assessment and answer to your questions is only possible for a specifically named property. A current extract from the cadastral map may also be required for this purpose. In addition, the current building stock of the property must be entered in a site plan. You should seek advice from the "Building Regulations" department (free building advice).
