Service description
The information on building encumbrances provides information on whether and, if so, which public-law obligations (building encumbrances) have been entered in the register of building encumbrances for a property. These may, for example, be building encumbrances that affect the structural usability of the property (e.g. taking over a clearance area or a parking space) or improve it (e.g. unification building encumbrance). Building encumbrances can therefore also affect the value of the property. For real estate financing, banks generally require up-to-date information from the register of building encumbrances.
Information on building encumbrances can be provided verbally or in writing.
If you would like written information (copy), please send an informal letter (or e-mail) to the lower building supervisory authority with a request for information from the register of building encumbrances. The letter/e-mail must state the property/parcel (street and house number or cadastral designation) to which the information relates and you must state your legitimate interest.
You do not need any documents to provide information by telephone or in person. However, you must be able to name the property/parcel and the legitimate interest.
A fee is payable for written information on building encumbrances. The fees depend on the number of properties for which information is to be provided.

- Informal letter/e-mail with the request for information from the building encumbrance register
- Designation of the property/parcel (street and house number or cadastral designation) to which the information relates)
- Presentation of your legitimate interest
For information by telephone or in person:
You do not need any documents and you must be able to name the location data of the property and the legitimate interest.
Prerequisite
You must be able to demonstrate a legitimate interest in the information.
Costs
There is no charge for verbal/telephone information from the register of building encumbrances. A fee is payable for written information on building encumbrances. The fees depend on the number of properties for which information is to be provided. The fee is EUR 50 per property, up to a maximum of EUR 150. If there is no register of building encumbrances (i.e. if no building encumbrance is registered), the fee is EUR 30 per property.
Procedure
Send your informal request for information from the register of building encumbrances in writing (e-mail is sufficient) to baulast@kevelaer.de or use the following online form.
If you are neither the owner nor the hereditary building owner of the property, please enclose a power of attorney from the aforementioned authorized persons or describe your legitimate interest in the information.
The Lower Building Supervisory Authority will check whether you are entitled to receive the information. If the requirements are met, you will receive the information and the fee notice in text form.
