Apart from a few exceptions, the stability of structures must be verified by means of a structural analysis. The proof of stability consists of the written calculation and the construction drawings, which must be submitted to the building permit authority in a building permit procedure or before construction begins. The state building regulations of North Rhine-Westphalia stipulate a structural analysis check for most structures. This check is carried out by state-approved experts.
Fire protection certificate
Depending on their type and use, buildings must meet statutory fire protection requirements. A building is divided into different fire compartments so that the separating components such as walls and ceilings can withstand a fire for a certain period of time. In the structural fire protection certificate, the design for these components is defined and checked with the structural calculation.
Sound insulation certificate
If there are different usage units in a building, such as several apartments and commercial premises, the separating components such as walls and ceilings must be soundproofed. The wall and ceiling structure is precisely defined in the sound insulation certificate so that the residents are protected from unacceptable effects. The sound insulation certificate must be drawn up or tested by a state-approved expert.
Thermal insulation certificate
With the Energy Saving Ordinance, the legislator has set minimum standards for reducing energy consumption in buildings. The primary energy requirement of the building is decisive for this.
The certificates required in accordance with the provisions of the Building Energy Act (GEG), which must be drawn up or checked by a state-recognized expert, must be submitted to the building supervisory authority. This also includes the energy or heat requirement certificate.
During construction, the state-approved expert must carry out random checks to ensure that the structural installations and their energy-related equipment are being erected in accordance with the certificates; he or she must issue a certificate to this effect upon completion of the construction project. The certificate must be submitted with the notification of final completion.
Upon completion of the construction, replacement, extension or conversion of heating, hot water and ventilation systems, the specialist contractor must declare that the requirements of the Building Energy Act (GEG) have been met. The declaration must also be submitted with the notification of final completion.
