Dogs, NRW state dog law
Service description
The keeping of dogs in NRW is governed by the NRW State Dog Law. According to this law, dogs are classified into different categories:
Large dogs according to § 11 LHundG NRW
Breeds/requirement: larger than 40 cm and / or heavier than 20 kg and not belonging to the category of dangerous dogs or dogs of certain breeds
Dangerous dogs according to § 3 LHundG NRW
Breeds: Pittbull Terrier / American Staffordshire Terrier / Staffordshire Bullterrier / Bullterrier / crosses of the above breeds with each other and with other dogs
Dogs of certain breeds according to § 10 LHundG NRW
Breeds: Alano / American Bulldog / Olde English Bulldog / Bullmastiff / Mastiff / Mastino Espanol / Mastino Napoletano / Fila Brasileiro / Dogo Argentino / Rottweiler / Tosa Inu / crosses of the above breeds with each other and with other dogs
To keep a dog of the category "dangerous dog" or "dog of a certain breed", the owner requires a corresponding permit, which is only issued upon application and if the necessary requirements are met. The keeping of a "large dog" in accordance with § 11 LHundG NRW is subject to registration and the relevant documents must be submitted, but no written permit is required.
The keeping of dogs must be registered for tax with Department 3.4 - regardless of the category of the dog.
Deregistration
As soon as the dog has died or is no longer owned or possessed by the permit holder, this must be reported to the authorities.
Legal basis
Required documents
For keeping a dog in accordance with § 11 LHundG NRW - large dog:
- completed and signed registration form
- Proof of expertise and reliability
- Pet owner's liability insurance (enclose a copy of the insurance policy)
- Proof of identification of the dog by means of a microchip (no tattoo)
For keeping a dog according to § 3 LHundG NRW - dangerous dog:
- completed and signed application form
- Proof of your expertise - Proof that you have passed the expertise test at the Kleve district veterinary office (appointments can be made by calling 02821 / 85 720)
- Proof that your dog is housed in a behavior-appropriate and escape-proof manner - For this purpose, please make a brief appointment so that an on-site inspection can be carried out by employees of the Kevelaer public order office.
- Copy of a valid pet owner's liability insurance policy
- Proof of identification of the dog by means of a microchip (no tattoo)
- Certificate of good conduct for official purposes (not older than 3 months)
- Proof of a special private or public interest in keeping dogs
For keeping a dog according to § 10 LHundG NRW - dog of a certain breed:
- completed and signed application form
- Proof of your expertise - proof that you have passed the expertise test at the Kleve district veterinary office (appointments can be made by calling 02821 / 85 720) or with a recognized expert/authority
- Proof that your dog is housed in a behavior-appropriate and escape-proof manner - For this purpose, please make a brief appointment so that an on-site inspection can be carried out by employees of the Kevelaer public order office.
- Copy of a valid pet owner's liability insurance policy
- Proof of identification of the dog by means of a microchip (no tattoo)
